They all have big museums that might have other Vermeer paintings the theif wants to steal.
They are all very colse to the ocean, maybe it is little easier for the stealer to move around places so much so they won't find him.
They Are all big cities and they have very pretty sites.I bet there must be a huge population there too.
I suggest that maybe that those places have a secret underground tunnel and that is where the panting is stored.
The similarities in all three places are that they are all located on streets. Plus, the cities are huge. Even the cities are located around water to help the thief move around easier.
